A special package program will be brought to support people facing burden of load shedding. The practice of occupying license of hydroelectric project for a longtime will be discouraged. Likewise, bio fuels from domestic resources, alternative energy management among others will be speedily expanded.

Article 60
Hydro sector will be developed as the principal medium for economic prosperity. For the same, the coming decade will be declared a “decade of economic revolution” for generation of 10, 000 MW of electricity in the next 10 years. A campaign to develop hydroelectricity will be carried out by utilizing immense water resources available in Nepal for attaining self-dependence on power.

Further, a national act on energy security will be formulated and implemented based on national reconciliation, prioritizing the hydroelectricity development for a time frame of 40 years. Foreign investments will be fascinated for feasible large hydroelectric projects. Rights of locals in areas of water resources will be guaranteed.
